PBE Properties Limited

PBE Properties Ltd is a consultant panel member of The Almshouse Association, providing clerk, administrator, and compliance support to almshouse charities across the UK.

Paul Edwards brings over 30 years’ experience in Financial Services, including time as a Bank Manager for Lloyds and Bank of Scotland, to his work supporting almshouse charities. For over four years he managed Victoria & Jubilee Homes, a local almshouse charity in Hartlepool, giving him direct, practical experience of the day-to-day realities trustees and clerks face — not just theoretical knowledge of the sector.

As a consultant panel member of The Almshouse Association, Paul works with charities to ensure they remain compliant with current legislation, and will point you towards trusted specialists in specific areas — legal, financial, or property-related — when your charity needs expertise beyond clerking and administration.

How We Help Almshouse Charities

  • Clerk and Administrator services — day-to-day administrative support for trustees, freeing up board time for governance and strategic decisions
  • Compliance guidance — keeping your charity aligned with current charity law and Charity Commission requirements
  • Governance support — practical help with the processes trustees are expected to follow and evidence: resident selection, record-keeping, and reporting
  • Specialist referrals — when a query falls outside clerking and administration, we point you toward trusted specialists with relevant sector experience

The Almshouse Association is the national representative and support body for almshouse charities across the UK, tracing its roots back to 1946, when representatives of London’s almshouses met at Southwark Cathedral to safeguard almshouse buildings and resident welfare. Today it represents around 1,700 independent almshouse charities, providing homes for more than 35,000 people across the country

Almshouses themselves are among the oldest forms of affordable housing in Britain, with the oldest still-existing foundation dating back over a thousand years, and they remain managed locally by volunteer trustees. The Association’s role is largely practical: it provides member charities with support and advice on managing almshouses, running a charity, and assisting residents, and keeps members up to date with changes in legislation and housing standards. As a registered charity itself, the Association relies on member subscriptions, donations, and legacies to fund this work, supporting trustees in preserving historic buildings while modernising accommodation for today’s residents. We at PBE Properties act on behalf of the association.
